Twice in the last week, I have seen people walking their un-neutered pit bull mixes down our street. It is beyond my comprehension why anyone would have an "intact" male dog of any species. I wish that Lakewood would enact a "spay/neuter" law. Go to any shelter and see all of the unwanted and discarded dogs that are the result of unnecessary breeding. It is well documented that intact male dogs are more aggressive than those which have been neutered.

Also, both of these dogs were on retractable leashes, which are supposed to be illegal in Lakewood. Lakewood really did a poor job of educating its citizens regarding the new dog legislation.
