Temporary Stop Signs

Many years ago, STOP signs that fold up, were mounted on various poles. There is a padlock to keep them closed.
I have seen the one on my corner used once. ONCE.
Throughout the years, when traffic signal lights lose electrical power, rather than opening these signs, portable/temporary signs are placed at corners.
So, why aren't they being used? Since they are not being used, why not remove and recycle them?
Last night, the power had to be turned off, so as to remove a large limb that had fallen on wires. This caused the traffic lights to go out.
Once again, rather than unlock the mounted stop signs, portable stop signs were placed at various corners.
I took a picture, but it seems that I cannot post it on the Deck as it is not linked to an url. It's on my computer.
BTW, about 3 years ago, I contacted the councilman for Ward 2 Sam O'Leary. He said that he would look into it and get back to me.
Well, I waited over a week before calling him.
He replied that he had checked and was told, that the signs ARE being used. I said otherwise.
So.... when the lights went out again, and the portable signs were brought in, I took a picture and emailed it to him.
He never replied.
