Where Are CDBG Monies Going?

This is derived from a thread Bridget started regarding CDBG money. I was interested in where it was being spent. Below are the Top Ten destinations for CDBG money for 2015 and was taken from a spreadsheet sent to me by Jenn Pae that I was told in the accompanying email is the same spreadsheet sent to the Ohio Treasurer's office for the Online Ohio Checkbook.
1. Advance in Reversal 2014: $430,000- This money ended up in the General Administration and Community Development divisions as authorized by Ordinance 5-15.
2. Payroll Summary: $390,527- Appears to be for the administration of the Aging, Early Childhood, and HOME programs but there are some catch-all categories that could use looking into.
3. Cook Paving and Construction: $337,742- For street maintenance and repair but location not known.
4. Lakewood Community: $121,255- Contractual services for the Lakewood Community Services Center.
5. Chuck's Painting: $101,104- Services used in the Low-Interest Loan Program
6. Recl Madison Wtr Mn Exp: $96,040.01
7. Northcoast Health: $74,223.72
8. Lakewood Alive: $61,876
9. Indirect Cost: $57,848
10. Sacred Hour Massage and Spa: $50,000
