This article was a real eyeopener for me. The associated study is included in the article and the NY Times op-ed linked below puts Lakewood front and center. Victimizing victims. What is wrong with our city?

Councilman-elect Rader wrote about this some months back (and I believe Mead was one of his teachers at CSU). I know he is interested in reforming this.

Members of the Action Together Lakewood Area group have been discussing this today, too, and might be a good contact point for anyone who wants to work on the issue.
