(R) Nunes Stepped Aside---Why Not (D/R) Bullock?

On the national stage, Republican Congressman Nunes stepped aside from investigation of a matter due to an allegation that he mishandled information concerning that which Nunes was investigating.

But local Republican elbow rubber, Tom Bullock (who claims to be a "D") was accused of far worse back in 2015 but he continued to be involved in a due diligence investigation of his own role in the LHA/CCF/Team Summers LOI process and transaction. In fact, Tom Bullock was caught red handed using the public's consultant Huron Consulting for political purposes.
Why didn't Republican leaning Bullock show the same class as the national Republican Nunes and step aside from the investigation of himself?
Why did Bullock play a pivotal role in the "investigation" of his own conduct when he had already "made his mind up" on the closure of Lakewood Hospital?
What role is Bullock playing behind the scenes to keep the public records of his wrongdoing from the public?

Dear Director Butler,
My records request below is just one of many that have gone unanswered or been evaded in what I believe is a pattern of concealment of public records for political purposes. Kindly comply fully with the request to avoid further action.
Dear Councilman Bullock,
Thank you for your email below documenting your involvement in political activity using a taxpayer financed consultant. Despite your claim that you used the taxpayer financed consultant to clarify a "policy issue," the only product of your efforts was to assist Mayor Summers in a political effort gaining the PD endorsement.
Your email below also documents a pattern of just how "personally" you take criticism of your official actions, e.g. you view my public records request as "nasty" but after nearly 4 months, you continue to conceal the public records I requested to hide your role. Please note that there is a long public record your "personal attacks" on me--it started the day you took "personal" offense at my public request that you take an official act by voluntarily resigning as an LHA trustee. So it is clear that you have engaged in "personal attacks" against me and not the other way around.
One of many basic differences between us is that I don't play a victim, but it seems you do.
So let's just agree that I will continue to pursue the "nasty" facts and you will continue your "neighborly" victim act to avoid the facts and your official responsibilities.
Prove me wrong and kindly produce the records in your possession and control that I requested nearly 4 months ago.

I'll let Dir. Butler handle the records requests.
It's entirely appropriate to seek clarifications from the City's analyst to clarify their statements which were quoted by a candidate campaign (out of context), in this case Sen. Skindell. Those clarifications are related to better understanding a policy issue.
Please direct your umbrage to Sen. Skindell, who politicized the Huron report and who has for months politicized the hospital issue.
In addition, I'd like to request you to keep a more neighborly tone. I respect your dedication to your position on the hospital, but many of your communications come across as nasty, personal, attacking, and exaggerated. You may find that your efforts are more persuasive if they are communicated more politely.

I wish I could say that I am shocked at the new low that the three of you have achieved.
Attached is a September 29, 2015 email from Huron Consulting to Messrs. Butler and Bullock that Mayor Summers handed to the editorial board of the Plain Dealer on October 1, 2015 in an effort to obtain a political endorsement. I believe the email makes false allegations concerning statements allegedly made by Senator Skindell. It seems clear that Huron Consulting has been improperly used by the three of you for personal political purposes and not in furtherance of any legitimate purpose of City Hall.
Please produce the following public records:
1. All records, emails, letters, and notes of all communications by, among and/or between Kevin Butler, Mike Summers, Tom Bullock, Paul Colarusso and/or John Bodine or any of them from September 1, 2015 through the date of this request including but not limited to the email(s) that Mr. Colarusso was responding to on September 29, 2015.
2. All invoices and time records submitted by Huron Consulting at any time.
3. All engagement letters or contracts with Huron Consulting for any matter.
