Did Law Director Butler Represent a "Fool" for a Client?

City Records Custodian Kevin Butler recently produced a public record created by Kevin Butler in his role as the city's "Communications Strategist" which record was partially redacted by Kevin Butler as the Law Director apparently representing himself as the city's "Communication Strategist."

Here is the public record:
Here is what Kevin Butler as the Records Custodian wrote when he produced the record:

"The document dated “09012015” was redacted to eliminate a margin comment protected by the attorney-client privilege. See State ex rel. Leslie v. Ohio Hous. Fin. Agency, 105 Ohio St.3d 261, 265, 2005-Ohio-1508, ¶ 21. The other documents were not redacted."

It seems clear from the margin comment that "KMB" i.e. Kevin Butler was editing his own press release.

Note that what he deleted from the draft were the words "The City lacks right to enforce any right enjoyed by LHA under the Definitive Agreement."

Could this mean that Kevin Butler, as Law Director, told Kevin Butler, as Communications Strategist, that the City actually did have the right to enforce any right enjoyed by LHA under the Definitive Agreement?

Also, what is the multi-hatted Kevin Butler trying to conceal from the public that is in that redacted margin note?
