....at municipal planning when the Finance Committee has to Declare 10 Emergencies in one day?

Perhaps someone knowledgeable in these matters will explain that these 10 declared "Emergencies" to arrange over $22 million in financing are all "normal", but it would appear that things should not have to be done this way.
