Speaking of Cleaning Up....

I was at the Marc's Plaza the other day, and for the umpteenth time, I was appalled at the amount of garbage on the sidewalk and in the parking lot. Papers, cigarette butts, candy wrappers, string, gum, you name it. It is particularly gross in front of the Marc's store. There the sidewalk is filthy and sticky.
Who is responsible for the upkeep and cleanliness of this shopping area, the city or the merchant? If it is the merchant, does the city have an ordinance to force them to keep the area clean and free of debris? I'd be happy to call and lodge a complaint but I'd like to be sure the proper party hears it.
It sure does not look very welcoming when you see all that trash. Who'd want to shop there?
When I was in Europe, the little shops and stores kept their sidewalks clean. They'd throw out a bucket of soapy water and scrub down the walk in front of their store each morning. Marc's needs a hose to wash off that walk every day.
