Papers Being Thrown Away - Reward Offered

While we do not care what happens to a paper after it is read. And many people pick them up for cat liners, coffee grounds, fish, etc.
It is disheartening to hear again from more than one source, people grabbing bundles out of establishments, and throwing them away, taking to dump etc.
This happened during the last election, Dennis Kucinich thought a reward was all that was needed to stop it.
Instead I would like to appeal to people's decency, fair play and them knowing the Lakewood Observer is the most open fair vehicle for conversation in Lakewood.
I have to think this morning's rash of calls could because they feel if City Hall does it we should to help them.
This city is getting silly.
Photos or proof of this happening, with successful prosecution will result in $250 rewards.
Why is this city so afraid of conversation?

Wow! Summers must really be getting desperate. Summers you and your friends ARE alleged THIEVES. STOP what you are doing to OUR city! I believe all of you should resign! Better yet, why don't you all surrender to the Federal Bureau of Investigation. I believe it is time to take out the "trash" at City Hall!

I'm intrigued. Who have you heard from that is throwing papers away and taking them to a dump? Do these people really know they are being taken to a dump? Who are these sources? Names, or they may not believe you.

At least two of them should have tapes. Go get'em tiger.
Senior Center called and said were taken by Seniors, not banned.

Corey, Bill Mager was a Lakewood resident. Turns out we have friends in common. So he may have family here still. Which, in my opinion gives him the right to weigh in on issue. He just doesn't have any skin and n the game when it comes to taxes, etc...

I had no idea that one needed to be a Lakewood resident to post on The Deck. I guess I better turn in my membership card (says this former Lakewood resident who maintains many friendships in Lakewood and cares deeply about the welfare of those friends and that community.)

I'm fine with him living wherever he does, it is just funny to see the nonsense he is flinging as a recruit from out of town, that's all.
It's one thing to throw punches while living amongst us, another to throw punches from far away. Top that off with hiding behind initials and it's all too funny to me.
He doesn't have to walk the streets of the town for which he is trying to ruin its future progress.

The punch of a resident carries as much oomph as that of a non-resident. (at least in my humble opinion)
One person's perceived "future progress" is another person's perceived "future ruination."

"Social norm?" It is the project rule to have full first and last name posted. I am not mocking "social norms." This is not my rule, I am just the one who seems to know the Policies of getting into the project.
If the rule was to have full first and last name, and e e cummings tried to register as initials, e e cummings would not be allowed - according to the rules. This has nothing to do with "social norms."
So I am fending off attacks from a no-named out-of-towner, who is above the rules, and you wonder why I am frustrated. selective enforcement is great if you are in bed with the people selecting.
Sounds like you would gang up on the kid who just got his glasses knocked off by the school bully. The "social norm" has you as part of the problem, not solution.

Out of sheer curiosity, can you please cite the law that states it is illegal to throw away items that are offered to the public for free - such as a free publication left in scattered public places that are meant to be taken for free.
I wonder how the law works when the words "Free - Take One" are listed on the cover?
