Should Bullock Pay City $125M for His Malfeasance if CCF's Offshore Insuranc Policy is a Scam?

So Bullock has previously admitted that the Lakewood Hospital matter was not handled properly. He voted for it (3 times now). He is concerned about the attorney fees that the city has incurred "defending" the a taxpayer lawsuit--a lawsuit that was caused and continues as a result of Bullock's votes and his malfeasance as an LHA ex- officio trustee.

As part of the MasterAgreement, the malfeasance of Bullock and the other LHA and CCF folks was supposed to be covered by a CCF offshore insurance policy paid for with $2,5M of public charitable money. But there is a problem: in response to a public records request, Butler recently wrote that the city can't locate a copy of the insurance policy called for by the Master Agreement that would have protected Bullock, Summers and Madigan.

If the insurance policy does not exist, it would appear that Bullock would have to pay the city for any losses to the city caused by his malfeasance.

So while Bullock whines about $125K in attorneys fees, he may be naked on insurance coverage with respect to a $125M loss he helped cause the city. According to Summers, Bullock voted for a "deal" that will cause LHA to incurred $78M in alleged wind down costs that Bullock can't explain.

Is the city hiding a breach of the Master Agreement with respect to the offshore insurance policy?

It should also be noted that last time I checked, City Hall vehicles are insured with an off-shore insurance company called Argonaut. They are located in Bermuda.

Who typically has offshore insurance policies and offshore bank accounts? Especially in places like Bermuda and the Cayman Islands?

Does anyone know if the U.S. Government has extradition agreements with these countries? :D
