Why Did Council Give CCF Police Policing Rights at Lakewood Hospital/Urgent Care?

In early 2015, Lakewood city council gave Cleveland Clinic Police the power to patrol and make arrests at Lakewood Hospital (now urgent care).

Since this went into effect, it has become painfully obvious that the Cleveland Clinic Police are either:

A. Incapable of handling disturbances and crime at the facility
B. They choose not to make arrests or handle disturbances

According to public records, Lakewood Police are constantly called to the facility for drunks stumbling around, fighting, people hopped-up on Crack, people fighting with staff, etc. Most recently, there was a person in the urgent care area having psychological issues, according to public records. Apparently, neither the staff nor the Cleveland Clinic Police knew what to do. Therefore, Lakewood Police had to respond. There was also a patient in the urgent-care area recently that was beating up on a nurse and pushing her to the ground, according to public records. Lakewood Police had to be called. Apparently, the Cleveland Clinic Police don't know how to handle this stuff or they are told not to handle it.

Can anyone provide any insight as to why this is the case? Did CCF take away the police presence? These incidents seem to be increasing in the past year or so.

I thought I would bump this post back up so people can see how much time our police officers continue to have to give to CCF's Urgi Care.

Maybe CCF wants to be like the steel companies in the 1890's, what with hired Pinkerton detectives as strike breakers. After all, isn't the desired endgame that we return to the gilded era?
