CCF ER Dr. Welch Too Busy To Answer Questions, but CCF Spends Lakewood Money on Pandora Pitch for ER

So I've seen many, many "promotions" for the Lakewood ER currently housed in the build empty building on Belle and Detroit, but those on Pandora take the cake.
Pandora advertising? ReallyToby--is that how you're spending our charitable money Summers & Co gave you?
CCF used Lakewood CCF ER Dr. Welch at a City Council Meeting last Monday to pitch its ER in the empty building. Dr. Welch would not directly answer Dan O'Malley's question as to how many doctors are at the ER at a give time. She went from Lakewood to China and back again to sort of say that there were about six doctors working there over time----but it seems those six also rotate through CCF's other hospitals like Lutheran and Fairview. The young and energetic Dr. Welch was just too busy to answer questions from Lakewood residents at City Council. It seems she prefers controlled settings in old folks homes where she can sweet talk the CCF talking points.
Dr. Kilroy spoke at City Council after Dr. Welch and he said that she was too busy to talk to Kilroy about even patients.
So if Dr. Welch is too busy to answer questions and won't say who is minding the store, is that really reassuring the public?
Is the Pandora advertising part of the bogus "$78M Wind down expenses" that Summers lied about last December and nobody at City Hall can explain?
