Mayor Cain says the 1996 Lease:

1. “Protects the City of Lakewood’s ownership of current property and any future acquisitions by LHA.”

2. “Guarantees that all assets (property and cash) revert to the City of Lakewood at the end of the lease term.”

3. “Provides City of Lakewood the right to require LHA to enforce provisions of the Agreement between LHA and CCF.”

Her statements expose 3 Fundamental lies by Summers and Butler:

1. They claimed the city did not own the hospital assets.
2. They said the city was not entitled to any property and money at the ned of the lease that they terminated.
3. They said the City had no rights against CCF.

These 3 Fundamental lies formed the basis for how City money and property were stolen from the citizens.

Attached is a press release from Mayor Madeline Cain dated November 13, 1996 announcing the terms of the new lease with LHA and CCF.

The original agreement stated that:

ALL OF THE ASSETS OF THE LHA AND LAKEWOOD HOSPITAL BELONG TO THE CITY

THE CLINIC AND LHA MUST RETURN THE HOSPITAL AS AN ON GOING CONCERN

THAT AT THE END OF THE LEASE TERM THE HOSPITAL MUST BE RETURNED IN SUBSTANTIALLY THE SAME CONDITION

I have seen and heard people trying to retroactively blame Mayor Cain for the hospital situation.
Naturally, this pleases Summers because it shifts the blame away from him.

I've often heard comments like, "The minute the Clinic came in, the hospital was doomed" or "Cain never should have brought the Clinic in".
This is NOT TRUE.

The Clinic began trying to gut the hospital during Cain's administration. Every time they tried it, she threatened to sue them for breach of contract. Every time the Clinic backed down.
She understood that the Clinic is a lion that must be kept at bay with the "whip and chair" of legal action (either threatened or, if necessary, actual).
Fitzy and Summers, on the other hand, decided to put our head into the lion's mouth.

Cain had her faults (primarily going along with the West End crowd), but hospital management was definitely a strength of her administration.

I second Mike, these are all excellent points.

So, if I understand this correctly...

The initial "Definitive Agreement" from 1996 that Mayor Cain fought to maintain was solid with pediatrics and other high frequency services.

The agreement was ALTERED in 2009 under the watch of Mayor Fitzgerald. This is when Lakewood Alive's "Vision for Tomorrow" plan came out, which removed many of those vital services Mayor Caine had fought to keep. The constituents were told that these changes would be great for our city. This was the first blow. (Don kindly informed me that a DVD of this presentation is available at the library.)

The second blow came with the hidden "decanting plan" which, I believe, would be the sole responsibility of Mayor Summers.

The final blow came in December when Mayor Summers, Mary Louise Madigan and Tom Bullock conspired with CCF and LHA to close the hospital for good and to add to that a restrictive covenant so CCF would not have any competition. I am still wondering how the remaining council members could have accepted this.

Why do you think that Mr. Butler called Mayor Cain a liar and told you that the city had no rights?

Why didn't we get all of the money and property at the end of the lease?

Wow, Mayor Cain is havin health issues? First I have heard of this. Since you are the first person to announce this to the public, do you care to expand on the health issues? I hope not. But YOU brought them up so please tell the folks that read the deck exactly what her health issues are.

Those who know her are aware of her situation.
She is not in the public eye these days, which makes for a handy scapegoat for anyone looking to shift blame.

I don't know her. What is she suffering from? I think she was at my brother in laws funeral last week: but since you decided to make it public. Enlighten all of us on the deck what she is suffering from? You made it public, please share since you are such close friends with her.

Mr. Wadden, I am really struggling to figure this one out. If you know the family, you might discreetly inquire and offer what you may. If you don't know the family (and I don't), you might reflect for a moment as to there but for the grace of God go thee, and go a bit more thoughtfully about your way. But you're not taking either action, and instead seem to be jumping up and down in a misdirected taunt of some sorts. If you have an older, graceful person in your life, show them the entirety of this exchange and ask them for advice as to how you might better handle it.

Mike Deneen outed her condition. That's a fact! Who are you cmager? Do you not identify with male and female pronouns? I'm cool with whatever. But I truly do not know about Mayor Cain's condition. Mike Deneen brought this to everyone's attention on the deck. This is not on me. Who are you and why did Mike Deneen do this to her?
