Lakewood Schools Construction Contractor Sitetech Inc.

Just a friendly request: if anyone from Lakewood City Schools sees this, could they please tell the drivers for Sitetech INC. to be a little more careful driving around Lakewood? I believe this is a contractor or subcontractor doing work for the new school construction. I have witnessed some questionable driving behavior by the employees of this company twice in the past month.
The first was on May 5th around 11:00 A.M. or so in the 1200 block of Warren Rd by Clifton. I observed this driver driving at what appeared to be above the posted speed limit while talking on a cell phone and hauling what appeared to be used oil (flammable). This is a residential block with kids playing, people walking dogs, etc.
The second was today (May 24th) around 2:20 P.M. while I was waiting in traffic at Victoria and Hilliard. This Sitetech Inc. driver was driving westbound on Hilliard, wanting to turn northbound onto Victoria (presumably to go to the Grant construction site.) I was well in my lane. The driver of this Sitetech truck swung unnecessarily wide into my lane. I had to steer away from him in order to avoid having my front fender crushed by his huge tire. I was able to get a plate number for this truck. It is PHB 4168 (commercial truck plate, yes, license plates are property of the State of Ohio, so I can post it here).
Pictures are attached below. In one of them, you can clearly see the driver going southbound on Warren Rd carrying flammable materials while talking on a cell phone. Several states are enacting laws against this for a reason.
In conclusion, could someone from the schools politely remind their contractors and subcontractors to drive more carefully? Thanks!
