Lakewood Paid for Avon, Cuyahoga Pays for London?

So Cleveland Clinic sucked $146 million out of Lakewood Hospital from 2008 through 2014, to pay for Avon Hospital that they started in 2008.
Cleveland Clinic's profits in 2015 were $485 Million, their best year ever - and they are putting $500 million into their new London hospital.
So Cuyahoga County paid for London.
But nobody stays in hospitals anymore. Well - not in Lakewood, anyway . . . not for now, anyway . . .

It seems as construction ramped up in Avon, so did the Administrative fees at Lakewood to cover the increased costs and commitment to their hospital in Avon. Now that this is all being uncovered for public consumption, was there anyone at the time questioning these Administrative fees?

Many get that the CCF is as sneaking as a fox and cannot be trusted, but where was the oversight from the LHA? Asleep at the wheel I suppose.
