Rate the Public Works Contractors

Construction season is winding down. Lakewood has had several major public construction projects this year.
Some have been City of Lakewood projects and some have been under the purview of other agencies such as the County or State.
That being said--- lets list some of the projects and the contractors.
Shelly Construction-- Madison Avenue repaving. Good job, seemed like an orderly job.
21st Century---Madison Avenue traffic light replacement. Bunch of F***ups. They started over a year ago and the new lights are still not lit up.
