Under the Department of Health and Human Services is the Center for Medicare and Medicaid Services (CMS), which oversees the programs. Technically, they "administer" the programs, but they contract with private insurers to handle day to day duties like claims processing, enrollments and investigations.
So, I'm interested in what you have to elucidate since I expect that, like me, many others have an incomplete picture of how it all operates.

Bridget is right. The answer is zero. There are no government employees in Ohio-only private insurance companies that Ohio subcontracts it responsibilities to.
This is true with all 59 states for Medicare and Medicaid.
Why?
Because all 59 states recognize that private insurance companies are more efficient than the government in administering these government programs.

Nine were added in secret executive session. A public documents request will reveal that Lakewood and CCF are now States.
