One of the items of interest was the experience of Sunnyvale, California.

By measuring actual performance against benchmarks and budgets and giving bonuses for meeting or exceeding standards the City was able to deliver levels of service equal to peer cities with 40% fewer employees.

Translation: What the hell were you doing all day? Why is that urinal still running? If you can't do it I'll find someone who can. How long are breaks anyway? Why are you always sick on a Friday?

Another interesting item:

The firefighters have filed a grievance over the reduction in minimum staffing requirements. If an arbitrator rules against the City the City will have to pay millions in back pay.

The firefighters economic war against the City continues.
