Help with bad landlords

Good day!

I am assisting an individual with a disability and the people who work with him in his plight to get some needed repairs done to his rental property in Lakewood. The people currently helping him have tried to get help through the local tenant rights organization with no response (must be deluged with stuff involving Cleveland properties...they were when I used them a long time ago) but also by contacting the Lakewood Building Department directly. I found the Building folks to be very helpful when I needed their assistance but it seems in case of absentee landlords they aren't wanting to respond. I know there is in general a problem with absentee landlords in the City but I wondered if there was a place to go other than these two places to get some help or maybe a way to key into existing systems to get some movement on this. Any Lakewood specific ideas?

Sounds like something that the councilperson for that ward could and should assist with.
