The first article pointed out the disproportionate numbers of offenders from Cleveland. However, once these people become residents of Lakewood or Shaker Heights the problem of Clevelanders committing crimes in suburbs will decrease. It is statistical engineering.

Many people, of all races and combinations of races, under 20 born in Cleveland barely speak english. They speak some kind of gutter drawl peppered with repetetive commercialized hip hop slogans. This prevents them from integrating into Civilization. it is daunting to not feel integrated into civilization: your fight or flight instincts are constantly engaged. Modern "urban" entertainment and marketing promotes groundless self-esteem, so the "fight" instinct is chosen more often than flight. A solution is to teach them English as a Second language.

I encountered similar people working retail in Elyria as a teenager. Its merely a developmental trend endemic to modern America.

An additional course could be: "How to behave as though you deserve to live in civilization".

Lesson 1: if you are eating McDonalds Take Out at the bus stop, don't throw the wrappers on the ground when you are done.

Lesson 2: don't get into arguments with your friends or girlfriends over the cell phone in public -- arrange to meet them somewhere private for that discussion. If most of the discussion consists of shouting curse words, racial slurs, and gender slurs, take a time out and really think what ideas and decisions you are trying to communicate.
