I always felt like discussing who's polling better prior to elections is about as informative as box office receipts for movies. It doesn't say which will be a better choice when you make your selection. If there is a candidate whose ideas I like, I don't care if I am the only person voting for them.

Is this correct? Fewer than 5,000 total votes cast? Is this turnout normal?

Actually, it was 6,751 total votes or to put it another way 103.86 votes per precinct.

Precinct 4-M (between Lake & Clifton from W117 to Cove) unofficially leads with the lowest votes cast at 18 out of 609 registered voters or 2.96%.

The best precinct unofficially is 3-D (Clifton & Detroit from Chase to Belle) at 158/639 for 24.73%.
