Be careful what you wish for!

Well...since my call to the Housing Dept. about the eyesore of a rental house next door to me, the landlord has been seen doing some work on the place. One of the complaints was the fact that he started painting some years ago, but never finished so now the house it multi-colored. As I looked out my window I noticed he began painting, but not the siding, oh no, he painted the brick foundation which was originally a dark red to FUSCIA...aka bright pink.
It's just absolutely awful. I can only imagine what color he'll paint the house. I'd post a picture, but I can't figure out how.

I don't suppose the Housing Department can address taste issues, can they?

They can.
1306.31 EXTERIOR PROPERTY AREAS.
No owner or operator of any premises shall maintain or permit to be maintained at or on the exterior property areas of such premises any condition

which adversely alters the appearance and general character of the neighborhood and shall keep such premises of any debris, object, material or condition which may create a health, accident or fire hazard or which is a public nuisance. Furniture used on open porches, decks and patios shall be of the type and style designed and intended for exterior use. Lawns, landscaping, trees and driveway shall also be maintained so as

I wondered if the City could make him change the color, but isn't it all a matter of opinion/taste? I've seen more than one house which I have considered questionable colors, but they stay that way for some time.

I don't think the ordinance was intended, nor will it ever be used in matters relating to exterior decorating. The city is not about to regulate matters of taste (such as the Pepto house). One man's ugly fuchsia foundation is another's artistic expression.
What is targeted, rather, are elements of the physical condition of the property. With the key word being condition. The color of the paint on a house is not a condition. Peeling, cracked or deteriorated paint is.

was the foundation previously painted? Because if it wasn't, he would have been better off leaving it unpainted. Once you paint it ... you have to keep on painting it forever.
Taste is definitely hard to legislate, though. You should see the ungodly green paint on my porch. I'm Irish, and I think it's HORRIBLE! The only saving grace is that the previous owner of my house did such a terrible job of painting the porch that the paint is stripping right off. However, the next 3 or so layers beneath it are proving a bit harder ...
I'm no expert in aesthetics, but my wife and I have already investigated what paint schemes are appropriate for a Colonial Revival house, such as ours, and it'll be WAY more tasteful when I'm through with it.
Which hopefully will be before winter!

Sherwin Williams will send someone out for free to help you determine a good color scheme for your house.
You can buy their paint or go buy Benjamin Moore paint from Lakewood Hardware.

Racist! all colors are created equally
until your next neighbor uses pink, purple, pee yellow, orange, lime green and etc to paint their house.. Good God! that color is ugly! I hope that you have shades on that side of your house...

It was painted before, and frankly did not need to be repainted at this point. It was dark red...much easier on the eyes. We need our sunglasses on when looking toward the house!
I couldn't hold my tongue and did go outside to ask him why he chose THAT color. He sort of acted as if he knew he made a mistake and commented that he liked it when he was at Home Depot. But so true that he won't have to look at it every day like we do!!
You think I'll get away with sneaking over there in the middle of the night to repaint??
