Curfew - Just curious

Last night we heard rave reviews of the curfew law. Curfew arrests are up, and the program to protect us from our greatest threat our own children is working the residents seem to think.
Then I heard a troubling rumor. The average curfew stop takes 15 - 30 minutes. The officer questions the kid, takes him/her home and writes the ticket. If no parent is home, the police are foced to sit with child until parents come home.
If the child is from out of the city are we also forced to take them home? If we take a child to Eculid and their parents are not home, how is that covered?
As we crunch the numbers for our version of the stats, I was interested if anyone knows.
