They did our street a few years ago. I can assure you there is not nearly enough soil either. If it was me I would leave it alone, let it all settle over the winter, kill it all off next early spring, get in four yards (or however much) topsoil, and start over. You'll definitely need more soil so there's no sense trying to nurture what you have.

When the work crews (I don't know from what company the city uses) did our sidewalks, they tore up a lot of tree lawn, tossed in bits of concrete, and put straw on top. Needless to say, it still looks bad and undergrown.

Try Riverside Drive. Between the sand for treelawns, and the massive dosses of salt for the streets it is a true deadzone. I have given up on the treelawn and concentrate on the yard.

Get in your SUV and drive to the end of your driveway, then imagine a little strip of concrete that people can walk on about 3 feet from the curb. The area that is green North of that sidewalk, as we call it south of the WSL, is an area that would be known here in the 'wood® as a treelawn.

But Jim, that's where my neighbors and I plant our climatized mahogany and rosewood trees.
