Air raid sirens

How do they work?
Are they triggered automatically by a sudden change in air pressure, or does someone have to manually turn them on?
Is there a person sitting 24/7 in a bunker below city hall listening to the national weather service on an old transister radio who flips a switch when the time is appropriate?
