CitiStat - does anyone know the real story?

I saw in the latest city council docket from last week posted on here that $10,000 or something is to be paid to a college student to help implement the CitiStat program. Does this mean CitiStat is really going to be effectively implemented some day, or does this mean that they are giving a college student some good work experience out of the kindness of their heart when it could be spent on more hanging flower baskets 
instead?

PS The comment in another post about the size of city hall was very interesting. (At the time, residents wondered what would be done with all that extra space, but now it is all full in additional to several satellite offices around town.)
