Attention grass police

Edgewater Towers, aka the gateway to the gold coast at W 117 and Edgewater, looks like they are preparing a refuge to house jungle animals from the zoo in the front yard, based on the condition of the grass. What a nice welcome to Lakewood to anyone who enters from Cleveland on that street. If I had a lawnmower, I would volunteer to mow it myself except I would be worried what I might step in 
I have called that building's office about problems in the past, but they don't value my opinion very highly. What is the proper way to report this to the city? I assume there are laws pertaining to lawn maintenance.
