Income Tax Rate Meeting 2/7/05 & 2/22/05

There will be a Committee of the Whole Meeting, Thursday, December 15, 2005 at 6:00 PM in the Jury Room of Lakewood City Hall, 12650 Detroit Avenue, Lakewood, OH 44107. The following item will be discussed:

PROPOSE ORDINANCE NO. 4-05 regarding adjusting Income Tax Rate from 1.5% to 2% (1st Read 2/7/05, 2nd Reading 2/22/05)

To Ward 1 residents and others interested in Lakewood:
Attached please find an official notice that City Council's Committee of the
Whole (comprising all seven councilmembers) will meet tomorrow evening at Lakewood City Hall from 6 to 8 p.m. The only item on the agenda is a discussion on an income tax increase proposed by the administration. You and the public are invited.
The ordinance, as written, would increase the city's income tax from 1.5% to 2.0% and increase the tax credit afforded our residents from 0.5% to 1.0%. In short, this means the tax increase would mainly affect (1) those who live and work in Lakewood and (2) those who live outside Lakewood and work in Lakewood. The increase will not affect those who live in Lakewood and work in another city. Many of you would likely be affected.
If Council permits it, the ordinance would become a ballot issue in May 2006 and all of Lakewood's voters would decide whether to adopt it at that point. Based on prior discussions within Council, I assume the focus of tomorrow's meeting will be on whether to require the administration to use all proceeds from the tax increase (if passed by the voters) for infrastructure improvements, which are badly needed beneath our aging streets. Your input on the measure is welcome now, before we get any further in our talks and voting.
I don't suppose I'll be sending out many committee notices (unless you ask), but this one is extremely important, so I thought you should know. (Indeed, I believe the last income tax increase was passed way back in 1981-82.) Committee meetings are often the place where Council's work gets done, and where you, as residents, get a better view of and a better say in these affairs.
