General question, disregarding someone opening a place to eat, 24/7.
What would it take to HAVE an all night eatery in our city?

Since no one seems to be answering your question correctly, in order for there to be an all night diner in Lakewood, it would take legislation. Council voted years ago that we should not have any here in town. A few places like some gas stations, etc. were grandfathered., so they are allowed to stay open.
Vote for council that is willing to change these laws if that is what you want.
I've heard no councilman or candidate making this an issue.
You could also start a petition drive and see if that helps. This site has a poll about a store that isn't even in our town and has no plans to build in our town. Perhaps it should also have a poll about something more relevant to Lakewood.
