As I am sure many other wonder about this.
What is the city's rules on going door to door and asking for?...
It used to be we would get a kid a week stopping by the door selling seeds, subscriptions, cookies, Grit. But it seems like everyday I get some 35-55 year old asking for money for what his Xerox has on it. They all have bogus "permits" and claim they are legit.

That has to do with solicitation. I you think somebody's fishy, call the police at the non-emergency number (521-6773).
Here's the section about fire and going out of business sales http://lkwdpl.org/city/code/ch753.htm. Wasn't one of the big ugly sign issues a going out of business sale? Sorry I don't remember...
As far as Witnesses go, the government isn't supposed to restrict the religious speech of individuals. That's one of those First Ammendment no-nos. Different individuals take it upon themselves to talk with their neighbors (the Witnesses do not have a "do not visit" list), so the best you can do is to tell them that you are not interested in talking with them when they come to your home.
I actually miss one of the people who used to come around. We were never going to have similar viewpoints, but she was a very good debater. Turns out she lives near my brother's in-laws in Florida. They look forward to seeing her, too.
