Among the substantive changes, the commission is proposing a new ethics section and training for the mayor and council to help them understand their duties and responsibilities. New training for council members would consist of at least four hours of instruction, and a new mayor would be required to take 16 hours.
"We thought the idea of providing training was important," commission Chairman Tom Brown said. "We tried to make it training that would be impactful but not too burdensome for people who have just run in an election."
Councilman Thomas Bullock said members are open to training requirements, and new Councilwoman Cindy Marx said she would find training beneficial.
The ethics section would add language calling for elected officials to treat citizens with respect, honesty and fairness.
Given ethics issues in the past decade, the commission decided it was important to "send the message that ethics is important to all of us," Brown said.
Officials did not elaborate.
