New Foundation Money/Hospital Site Tied to Rec Task Force

On February 3, 2015 (just 19 days after the LOI was signed), Mayor Summers attended an Active Living and Recreation Task Force meeting.
He showed them a map of the Lakewood Hospital site with the proposed CCF Family Health Center and a big chunk of green space. He told them that money from the new foundation could be used by the Task Force.
So the Mayor tied the Recreation Task Force, the new foundation and the hospital site together.
Why else would he show them the site map and talk about the hospital site and new foundation money at a recreation meeting?

You know that is strange, Jay Foran head of the Active Living Task Force and long time Summers friend and protege assured everyone, the Task Force had NOTHING TO DO with the sale of the hospital or the hospital funds.
Even when he was shopping a inflatable dome on LHS fields paid for buy a "foundation" he knew about.
But that was years before they announced the closing of the hospital, no connection I am sure.

Speaking of the rec task force, I always wondered why BOE member Betsy Shaughnessy seemed to attend many of the rec task force meetings.
Perhaps it was part of the deal all along that the schools would be involved. We have witnessed this with the implementation of a Cleveland Clinic-operated clinic being run out of Lakewood High School rent-free, though I have heard that the clinic has not been opened as of the projected Nov. 1 date yet.
If true, why the delay?
