Toby Wants It That Way

During a conversation about Lakewood Hospital a friend mentioned that someone she knows went to the Downtown Clinic for an examination. She was told she would need surgery. She asked if she could have the surgery at Lakewood Hospital. She was told the surgery would be performed at Metro. When she asked why the doctor said, "That's what Toby wants.

Recently a cousin of mine who lives in Bainbridge wanted a same day doctors appointment. He was told he could see a doctor that afternoon if he was willing to drive to Avon.

A couple of years ago a Lakewood doctor told me his entire office was moving to Avon "in accordance with Clinic policy".

Of course the Cleveland Clinic CEO is not sitting at his desk deciding where each individual surgery will be performed and he is not determining which individual patient sees which individual doctor.

However, the Cleveland Clinic does steer business to where it wants the business to be and any individual Clinic facility has as much business as Toby Cosgrove wants it to have.
Numerous articles by Lakewood doctors pointed out that the Cleveland Clinic did everything in its power to undermine Lakewood Hospital.

What is an appropriate response to the Cleveland Clinics restraint of trade?

Should the City seek monetary damages?
