Clean slate approach: who would you put in charge?

If you could appoint anyone to the following positions who would you pick? If you would keep the current say why. Any ideas? I realized I don't personally know too many people qualified to help run a city. I wonder how many of these current leaders really are the best we can find and how many are just friends of friends, or just have stuck around because they haven't messed up enough to be replaced, thoughts?
