Chicken Pilot Program Passes 4-3

Tonight the neue democrats pushed forward with their progressive program to simply
try a test chicken program to see if it can work here in Lakewood. While the temperature
inside the room was getting warm and council had it moments. the program will go forward.

This has been an interesting struggle a program even Mayor Michael P. Summers approves of
had a tough time making it through council. There was much talk about some of the
members of council from the past leaning on others to vote no or face opposition in the next election. But 4 members of council said no to the threats and YES to the program.

Cindy Marx, Tom Bullock, Sam O'Leary were pros, while Mary Louise Madigan, Ryan Nowlin,
and Shawn Juris were against. All had dug in pretty early, which left Councilmand David
Anderson to actually do some unbiased homework and come back with a "Why not try the
program and see if it works."

This common sense approach seemed to set Concilman Juris into a flurry of motions and
attempts to derail or slow down the vote. While Councilman Anderson made sense with
great insight and knowledge, Councilman Tom Bullock kept the aqueaky Juris at bay, until
the vote was called and passed.

With the mayor a huge supporter of .the pilot program, this should sail through and be
started very quickly.

Good News.
On the even of Election Day, it's nice to see that the system worked.

A big thanks to all the people who worked hard on this issue.

Is it true that a former council member is looking to make the issue a ballot initiative next year?

I would guess that's the only way to honor the wishes of the majority since there seems to be no way to "sway" council to vote in accord with the bulk of the city's population a/k/a the people they're elected (and paid) to represent.

That is a way to get "the voice of the collective out" and this has not run its course yet.

At the same time this seems like a far less egregious act than saying giving away $500,000 in
community owned assets with no record. Misplacing $250,000 set aside for sidewalks, Letting
the mayor and or whoever drive city cars illegally.

It would seem, next round we will find out of the mayor was lying or not about wanting the
pilot program to go through. Council President may still have some options as well. This will
be a great civics lesson for sure.

If Councilman Juris was as passionate about his constituents as he is about chickens, Lakewood would be a much better place.

Come to think of it, he DOES look like a backyard hen . . . . . . . :lol:

You probably could have left this one out of it.

An honest assessment of the hens in Lakewood, and Councilman Juris.

Right now the program has gone through. Council President Mary Louise Madigan has said, "It will
not happen while she is on council." A small but ever growing group in Lakewood has worked hard
to convince a lot of people that it would not be the end of the world to try hens. In most other cities
where it has been tried, it works only because raising chickens is a pain in the ass and costly.

But here in Lakewood where we let the city destroy quiet neighborhoods without a peep, we start
a civil war over 12 chickens. Because some in this town just can't no for an answer, and I believe
Lakewood is once again on the edge of a grand civics lesson. Pouring over the Charter last night
it would seem that the next option is Mayor Summers goining back on his word that he wanted the
program and vetoing the program. Council would then need a super majority, something the last
Charter Review tried to change. See why it is important to watch this stuff? IF the Mayor keeps his
word the pilot program goes through.

At that point, the program could be set up to fail, or succeed. This is how all of it works, studies
pilot programs etc. So they put chickens next to let's just use a name like "The Webbers" you can
bet they will call the police, video tap loose hens, etc. and the program fails. This allows for all
city hall officials including MLM and Councilman Juris to say, "At least we tried." There are options
that Council President Madigan and Councilman Juris can still pull out of their quiver, but may not
even know that they are there.

Meanwhile "The anti-chicken" group, which is well funded, and powerful, which in this town means
out of St, Lukes, and based somewhere between Lakewood Soccer and Lakewood Catholic
Academy means to stop it. First by putting a law on the books, then by working overtime and
spending money to run out of office everyone that voted for this "pilot program." Which is
completely fair and legal. Though a tad melodramatic, when delivered through emails and phone
calls. Doubt it, last night I heard of two groups ready to "Take Councilman Anderson out!" Both
legal and within their rights, but a quick glimpse at council would indicate that Councilman
Anderson was the only councilman that did any homework on the entire pilot program. The entire
rest of the group had dug in before anything was presented.

No matter next up is the mayor. Will he stay true to what he said, or...

As far as Councilman Juris, he has been working the "Overlook Park District" (which is not where
Overlook the street is, or a park), where there is money to run for council, especially for a man
that will do their bidding. AGAIN nothing illegal, Councilman Juris has been very candid with his
desire to work with Mary Louise Madigan at stopping this Lakewood ending pilot project. Almost
as hard as he has worked to get drunks buses, and break up neighborhoods. All completely legal.

My final take on this for the day. This loses at the ballot box. We all have neighbors that could not
be trusted with chickens. I say in an election it gets beat, but the longer they wait for the election
the more the residents will get educated and see the truth. So the race is on.

I always find it funny when so many people get upset about chickens destroying Lakewood, when
they are the same people tearing down historical structures in quiet neighborhoods for CVS, Family
Dollar, 250 seat sports bars, etc.

Yep this is going to be a good old fashion dust up.

However, Juris reminds me of a small child that throws a tantrum when he can't get his way. Lousy way to govern.

It's great to see something debated in the light of day, sorry I was not there. No matter where you fall on the issue, this is how stuff should happen and almost never does, as the infernal 7-0 votes in public meetings attests. Kudos to Mr. Anderson for doing the homework and standing up to what had to be relentless bullying. He had to know there would be a storm to follow.

The shining light and level headed David Anderson summed it up "Why not try the
program and see if it works."

Perhaps council members can follow his lead and realize how insignificant this issue is compared to others in this town.

I can't speak for anyone else but I'm extremely tired of this single issue, it has consumed too much press, too much taxpayer money, strained relationships and over something that I personally could eradicate in less than a month of dinners.

What has happened to the community I was raised in?

First that community hasn't been here since Sinagra, then vanished after George, ask your dad.

While I agree about the hard work David Anderson did, let me assure you he did not take it lightly
I live between and near many, many past, present and future politicians. Normally we all try to
refrain for political talk, but this one has been percolating in David's vision for sometime now. He
would often mention what he had come across pro and against. As I mentioned I personally
introduced him to people on both sides of the discussion that had some unique views. He is a great
neighbor and landlord, and it is hard to seeing him changing that without reason.

I personally don't want chickens, and really could skip having them next door. We have dogs. But
my wife subscribes to urban hen magazine, and loves animals and fresh eggs. I have no idea, what
impact it will have on Lakewood. I do know it has had very little impact in Cleveland and other
cities and doubt that it will have a huge impact on this city either.

I do find it odd, so many worried about silent hens, and cared little for 250 seat sports bars in the
middle of a quiet neighborhood. Cared about possible seeing a chicken, but cared not when the
parking lots with massive lights invaded, Grace, Cohassett, Arthur, Woodward, Wagar, Nicholson,
Spring Garden, Roycroft, and on and on. Worried and fretted in long lines over old chickens, but
cared little for the mediocre commercialization of our residential neighborhoods with McDonalds,
CVS, Get-Go, Family Dollar, Advance Auto Parts, etc..

But as the city once again acts like they are fighting for the water rights of LA in 1920, it will be
an interesting civics lesson, as the new guard moves the old guard to the side, and gets progressive.
Where it goes, who knows? But I bet we get to 200+ restaurants in 5 square miles
of residential property before it gets decided. And that makes no sense at all.

Congratulations to the proponents of this issue. They persisted over many years. The opponents never presented any rational argument except maybe some strange uncomfortableness with a concept with which they had no clue.
