Hypothetical Question: Lakewood Breastaurant?

Just to be clear, this is just a theoretical question, not based on any inside info.

As often mentioned on the Deck, the city has added a significant number of new restaurants in recent years.

Nationally, the fastest growing portion of the restaurant industry is the "breastaurant" segment, which includes the likes of Hooters, Tilted Kilt, Twin Peaks, etc.
The Tilted Kilt in downtown Cleveland has been doing very well...its reasonable to think that they or another chain would want a location in the Cleveland area.

What would happen if one of these chains wanted to build in Lakewood?
This happened in Evanston, Illinois, a few years ago. Evanston, which is also an inner ring suburb, declined a liquor license based on pressure from women and other concerned interests.

Would concerns from feminists and "family values" types stop a breastaurant in Lakewood?
Or would the city's free-spirited nature and its desire to attract business overcome these factors?

i'm thinking that boobs will have nothing to do with it. if the restaurant is a chain, then that'll be enough to get the people up in arms.
