Above the railroad tracks or in place of the railroad tracks.

The genius idea would be BMX/Mountain bike trails along the tracks, going to dirt mounds
at Kauffman Park, to give the BMX guys something to do besides waiting for the skateboarders
to leave the skate park. It would cost nearly nothing, and would be great fun for us mountain
bikers and those bmxers.
But the railroads would never allow it.

Given the number of deaths on the train tracks over the years, a parallel bike path would be a bad idea.
It's best to discourage kids as much as possible from being in that area.
As the man once said....tracks are for trains.
If the train tracks are ever pulled, it would be a PERFECT bike path.
The Summit Hike and Bike Trail is a former rail line.

I don't know about perfect. The path would be one street crossing after another. I've seen how some folks drive over those tracks and doubt that bike signage would deter the worst of them. I'd either be stopping or stressing at each road, much rather take my chances going with the flow of traffic than perpendicular to it.
