Public Hearing Re: Fiscal Year 2014 Federal Funds

This is a big meeting about what federal money (which is your money) will be spent on in Lakewood in the coming year and years.

Here is the announcement:

ATTENTION CITIZENS OF LAKEWOOD, OHIO
NOTICE OF PUBLIC HEARING
REGARDING ANTICIPATED FISCAL YEAR 2014 FEDERAL FUNDS

WEDNESDAY, JULY 31, 2013 AT 7:30 PM
LAKEWOOD CITY HALL AUDITORIUM, 12650 DETROIT AVENUE

The following is from the City of Lakewood's Public Notice page. (posting.php?mode=post&f=7)

Each year the Citizens' Advisory Committee, comprised of 17 residents appointed by Lakewood’s Mayor and City Council, reviews proposals submitted by City departments and not-for-profit agencies, then proffers recommendations regarding the allocation of certain federal resources.

Citizen participation and public comments are encouraged regarding the following topics to be discussed during the hearing.

This hearing may also serve as an opportunity for citizens to comment on the performance of and expenditures related to previous years’ activities supported by funding from the CDBG, ESG, and HOME programs.

The first one is for CDBGs. (Not to be confused with the famous no longer existent punk club in New York--that was CBGB's) This one stands for Community Development Block Grant funds.

FISCAL YEAR 2014 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS:
The City of Lakewood anticipates receiving approximately $1,600,000 in FY2014 CDBG Program funds from HUD. (The Department of Housing and Urban Development.)

That's a lot of money!

According to the City of Lakewood site, CDBG funds may be utilized to address a variety of housing and community development priorities. Potential FY2014 uses for Lakewood’s CDBG funds will be discussed.

The second topic, related to the first, is:

MULTI-YEAR CERTIFICATION FOR THE EXPENDITURE OF CDBG FUNDS (FY2014-FY2016):

"By regulation, Lakewood must expend at least 70% of its CDBG funds on activities that directly benefit low-moderate income households.

HUD permits the City to attain this percentage through a three-year average of expenditures, also referred to as a 'multi-year certification.' A proposal to initiate a new multi-year certification period beginning in FY2014 and ending in FY2016 will be considered."

The third (with a lot less money to hand out) is:
FISCAL YEAR 2014 EMERGENCY SOLUTIONS GRANT (ESG) FUNDS:

"The City of Lakewood anticipates receiving approximately $125,000 in FY2014 ESG Program funds from HUD... ESG funds may be used for a range of activities that prevent homelessness and aid homeless persons. Potential FY2014 uses for Lakewood’s ESG
funds will be discussed."

The last (also with a lot less money to hand out) is:
FISCAL YEAR 2014 HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM FUNDS:

"Through the Cuyahoga County Housing Consortium, the City of Lakewood anticipates receiving approximately $275,000 in FY2014 HOME Program funds from HUD...Lakewood utilizes HOME funds to maintain and increase affordable homeownership opportunities for low-moderate income households. Potential FY2014 uses for Lakewood’s HOME funds will be discussed."

That's a lot going on.

The whole point of this money is to serve the community, which is why there is a Citizens' Advisory Committee and why it is so important that members of the public attend these meetings.

The City is soliciting public comments regarding FY2014 CDBG, ESG, and HOME funding applications. Proposals are available for citizen review at the Department of Planning & Development located at Lakewood City Hall, 12650 Detroit Avenue, Basement Level, and via the City’s website at: http://www.onelakewood.com/ Development/CommunityDevelopment/BlockGrantProgram.aspx.

Tonight's meeting is the first Public Hearing and is also an organizational meeting. The organizational meeting is at 6:30 pm, the public meeting at 7:30 am.

If you are interested, you should go online and take a look at these proposals, so you are prepared to understand the kinds of things that will be discussed.

So August is a big month in terms of allocation of funding.

There is a lot more information on this process, and how it goes forward with the Department of Planning and Development and the City Council on the website.
