More on Arthur Avenue Decorative Street Light Project

According to the latest email from the Arthur Avenue Enhancement Committee, City Council is moving head with the process of getting bids, etc., to install decorative streetlights on Arthur (replacing the working lights on the street). It wasn't made clear who is paying for the overhead that goes into getting bids and handling the paperwork (well, I guess tax payers are--but not sure whose time at the city is being used to collect this information). The email indicates that this could be a precedent-setting move for the city, a statement I interpret to mean that the City might start to exercise the right to assess residents for projects that our current tax dollars should support. At the Council of the Whole meeting on March 25, Brian Powers said that the city had not engaged in the assessment process since 2003--at that time the city assessed for necessary projects (like sewer repair). Now it seems the city might assess for beautification projects that benefit a small number of individuals--but that the entire taxpayer community will support at some level.
