Is The City Of Lakewood Offering Subsidies To Value World?

It seems a bit ironic that local business on Madison are failing because of a lack of parking but the City of Lakewood is offering plenty of subsidized parking for Value World customers.
Given the cost of repairing and maintaining that City owned lot perhaps its time to close it down.

I believe that is not the only heavily subsidize lot. Look no farther than Kauffman Park-ing lot.

At least the Kaufman lot serves the park, the library, a $1.5 million renovated office building and the newly renovated Drug Mart Plaza. Who benefits from the lot behind Value World?
The City of Columbus uses its control of the water department to pressure developers and investors to provide value added development. Other cities use similar tactics. Why not use parking and the denial of parking as a development tool?
Is the City obligated to provide parking to Value World and other business in that area? Why? The owners of the Phantasy Theater invest nothing in their building or their business, the sole purpose of the business at this point is to hold the City for ransom. Why should the City subsidize their business plan (aka ransom plan)?

The Phantasy is reinvesting, they have been keeping up with all of the renovations the city
has asked for.
I think I would be more frustrated at the Phantasy, they had two very good chances to
bring in quality brand building projects to the area.
One group known for bringing Economic Development to the city passed by saying, "We
only get involved with projects we know are happening, we cannot get caught up in trying
to bring things in that might not make it." It was in connection with one of the most
popular museums in the area.
