Our $34 Million Pedestrian Tunnel

In February of 2010 this article in the Plain Dealer reported that ODOT would spend $3 million to upgrade 2 tunnels under the West Shoreway as part of a $60 million effort to transform the Shoreway.

Less than two years later the cost of fixing a couple of tunnels has increased to $34 million:

The more government spends the more incompetent it gets. Leaving that aside, if the employees in your engineering department had told you a project would cost $3 million in February of 2010 but that in August of 2011 the cost had increased to $34 million would you be just a little curious?
A simple idea like adding a couple of crosswalks along the shoreway has turned into a $100 million dollar fiasco.
I'm not a big fan of Jimmy Demora but if a free kitchen counter top can get him into that much trouble where's all the outrage about a $34 million pedestrian tunnel?
