in the old days they had drunk tanks. cells they would just lock people up in and let them out the next day without pressing charges. a lot of churches are hardly used most days. I would just lock people in church. many of them have thick stone or concrete walls.
Lakewood needs a large catapult for sending people back to cleveland.
The threat of being sent to Cleveland may also work as a deterrent. The worst offenders are sent all the way to the east side.
