In Mahoning county, Section 8 property is inspected yearly. Is this true in Cuyahoga County? Should not everything about Section 8 housing be more uniformed because it is a federal program?

Any HCVP dwelling must be inspected at least annually by CMHA under its program guidelines. See
http://www.cmha.net/hcvp/index.aspx (second paragraph). Further, one of CMHA's checklist items during inspections is whether the property meets all municipal building code requirements.
This is another opportunity for City Hall to interact with CMHA in enforcing the proper maintenance and upkeep of rentals. Lose your status as a code-compliant landlord with the city, and lose your ability to collect subsidized rent from the government.
