They are free from "Testing" but can still be held liable for selling the items. See quote from above link...

"The new safety law does not require resellers to test children’s products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children’s products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. The American Library Association is involved too. The CSPC has interpreted this law to include books. Please continue to monitor the following site for updates...as of now it is in stand by for further clarification.

In my opinion: "Resellers" are not defined as just Goodwills and other similar resale shops - this law could be interpreted to include rummage sales, garage sales, e-bay sellers etc. This law affects many crafters too. As a parent, I am concerned about lead but this legislation will have too many widespread negative reprecussions that we don't need in the current economy. Also, it will potentially fill up our landfills with all these items we can no longer keep in circulation by recycling 2nd hand items. It's too bad our members of congress are too busy planning their Washington parties rather than listening to their constituents...

PS I sent out letters too and received the same exact form letter from Sherrod Brown as was posted here on an earlier post. Nothing from anyone else.
