I think this means the project is dead.
"no sooner than 2013" means after 2013 or 2015 or 2016.
The "$50 million" committed to the project in todays dollars will not be enough to complete the project in 2018 dollars. Assuming a moderate 10% contruction cost inflation rate the project will cost over $100 million by the time (if) they get around to doing it.
The lesson here is that we need to send people to Columbus that can get some of our money back. I'm a little tired of having Northeast Ohio being treated like an ATM machine for Columbus.
