That is how you interpret the quote.. A lot less (Lott's quote) harmful then Byrd's actions who recruited for the KKK. Again, liberals and their selective outrage strike again...

After listening to Allen West it becomes obvious there are gaps in Allen Wests knowledge-base. Allen West is a beneficiary of Affirmative Action. Allen West has had government healthcare for most of his adult life. It was the Bush regime that mandated an "ownership society", de-regulation of lending standards, de-regulation of finance standards, etc.
