EXECUTIVE ORDER NO. KBB 2005 - 25

EMERGENCY EVACUATION BY BUSES
________________________________________________________________________________
WHEREAS, the Louisiana Homeland Security and Emergency Assistance and Disaster Act, R.S. 29:721, et seq., confers upon the governor of the state of Louisiana emergency powers to deal with emergencies and disasters, including those caused by fire, flood, earthquake or other natural or man-made causes, to ensure that preparations of this state will be adequate to deal with such emergencies or disasters, and to preserve the lives and property of the citizens of the state of Louisiana;
WHEREAS, pursuant to Proclamation No. 48 KBB 2005, a state of emergency was declared and is currently in effect;
WHEREAS, R.S. 29:724(D)(4) provides that the governor, subject to any applicable requirements for compensation, may commandeer or utilize any private property if she finds it necessary to cope with the disaster or emergency;
WHEREAS, there is an immediate need for mass transportation to move citizens to shelters and other safe locations from disaster areas; and
WHEREAS, given the current exigent circumstances, buses are the most reasonable and practical mode of mass transportation to move our citizens to safety;
NOW THEREFORE I, KATHLEEN BABINEAUX BLANCO, Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:
SECTION 1: Each Superintendent of Education for each school district in Louisiana that remains substantially operational following the passage of Hurricane Katrina shall contact the Office of Homeland Security and Emergency Preparedness at 225-925-3916 and provide an inventory of school buses and bus drivers in their district;
SECTION 2: As determined by the Office of Homeland Security and Emergency Preparedness, such buses shall be made available to be used as necessary for the mass transportation of Hurricane Katrina evacuees, accompanying law enforcement personnel, and necessary supplies to and from areas of concern to areas of safety;
SECTION 3: The Office of Homeland Security and Emergency Preparedness is hereby authorized to commandeer and utilize such buses for such purposes;
SECTION 4: Each Superintendent of Education for each school district in Louisiana that remains substantially operational following the passage of Hurricane Katrina shall coordinate with local law enforcement agencies and peace officers to ensure that at least one peace officer ride in each bus and at least two marked law enforcement vehicles accompany every ten buses;
SECTION 5: The Office of Homeland Security and Emergency Preparedness shall make efforts to work with the superintendents and local boards of education to minimize interruption of regular transportation of students;
SECTION 6: La. R.S. 17:158, relative to parish and city school boards providing free
transportation to students, is hereby suspended until Sunday, September 25, 2005, unless reinstated sooner; and
SECTION 7: La. R.S. 32:402, relative to the requirement for drivers to secure commercial driver=s license (CDL), is hereby suspended until September, 25, 2005, unless reinstated sooner. Notwithstanding the above suspension, such driver=s must have a valid Louisiana or other valid driver=s license of their state of residence.
SECTION 8: Executive Order No. KBB 2005-31, issued on August 31, 2005, is hereby rescinded and terminated.
SECTION 9: This Order is effective upon signature and shall continue in effect until amended, modified, terminated, or rescinded by the governor, or terminated by operation of law.

The military bases in South America, Japan, South Korea, Cuba, etc should be closed down. This will free up resources to fight crime in Iraq and the vicinity of Iraq. Does the freedom of information act allow me a detailed accounting of how many man hours were spent putting this rediculous effort together? I'd love to know exactly how many taxpayer dollars were just wasted.

On one hand, I'm embarassed that Mr. Kucinich would choose to tilt against this windmill, when one phone call would have told him his time would have been better spent elsewhere.

On the other hand, I'm actually proud, that of all the Democrats that promised just such an investigation as part of their campaigns, Dennis is the only one who delivered on that promise. Like it or not, this district voted him into office based on what he said he would do. And then, unlike 99% of other representatives, he actually did what he said he would.

In my humble opinion, this effort was rediculous.

The military bases in South America, Japan, South Korea, Cuba, etc should be closed down. This will free up resources to fight crime in Iraq and the vicinity of Iraq.

We should close all military bases that are not on US soil.

He is just doing the job assigned to him at his oversight committee.

Like he did with the Federal Reserve and banking industry.

Last night they had a couple lawyers whose speciality is Constitutional law. Their response was quite surprising, as one had been a strong R and Bush supporter. That they could not believe that our congress and senate sat idle, as the Constitution was raped and plundered by this administration.

That they thought Dennis was going to far with what could be called bad management by the president, but that at least 16 charges were serious enough to warrant hearings and censure or impeachment.

What some miss with the more esoteric charges is the pattern of malfeasance this administration has brought to the office and America. Like Global Warming. Believe it or not, the President has no right to tell scientists to rewrite their findings to fit his knowledge base. He underlined that with a quote from the Pentagon where generals were commenting that Global Warming is far more serious than terrorist attacks or 911. In other words the president is perverting the truth for financial gains with friends and allies. On something that is indeed very serious.

We are not talking about the definition of is. We are talking about the looting of America and putting us at risk for attack, financial failure, and the catastrophic failure of America.

Why should we roll over for this?

Congress and the media have really let us down the past 10 years.

I am sure that all the people who are currently being foreclosed on in our congressional district appreciate Dennis's effort yesterday to get Bush impeached

from your tone, it almost sounds like you believe the President is guilty unless he somehow proves himself innocent. You also seem to associate the very volume of allegations as in some way directly relative to any individual burdon of proof.

Suggesting that the President has not done a good job is a LOOOOOOOOOOOONG way from proving that his motives were criminal.

One question I am dying to ask.

Do you really think this guy is that bad?

Do you really think that all of this is happen-stance through bad management?

Do you really think that the president is given choice A or B and always chooses the wrong one?

Go back and look at the real documents and then tell me, it is not criminal behavior, and the 100% complete hijacking of America. Simple little things, Bush's plan to invade Iraq. Described as something any president would need... In it it mentions needing something really big to get the public behind. 911, oh oh oh let's invade Iraq, the people made him go to Afghanistan, even though they never attacked us either. Then before that debacle was through, but shrtly after the pipeline was built and the poppy fields planted again, off to Iraq. Then look at the notes from some at the secret energy meetings. Noting the large amount of oil in Iraq, and how it would be in our best interest to get it somehow, and on and on and on and on and on.

Security or not, the USA had a no attack philosphy and rules. Thrown out for what? The debacle we have now?

How can anyone just keep ignoring the amount of evidence that either this guy is the worst president of all time, or evil. Me I think he is both.

One of the things GWB started off with, before 911 was locking up his dad's documents and his for 50 years. Some of us smelled trouble right then and there.

This is at best criminal neglect and at worst pure 100% ciminal activity.

I do not understand how Americans keep shrugging it off. Look at the Wilson/Plame case. How can that just be shrugged off?

Some maybe, some maybe not.

But I am sure they appreciated his look into the Federal Reserve and their support of predatory lending practices from banks. That the congressman looked into and showed to be systematic.
