I'm not completely sure what you are saying.
I do wonder if the general public will really support increasing pedestrian traffic as it would be likely to hinder automotive traffic. There has been so much effort at the federal, state and local level over the past 50 years to increase auto traffic; I think it may be a bit of a hard trend to buck.
