You've got a point ... sure, the skateboarders congregate there, but if you pull up the concrete and replace it with grass, trees, and other green space, there's nowhere to ride skateboards ... and they'll move on to somewhere else!
But then the ultimate frisbee guys move in.....or worse, the golfers....
