Yes, this court appearance was not held before Judge Carroll. Another judge handled it.

The judge notes in his opinion that he did not request to be recused. He was out of town at a conference and the case was assigned to a visiting judge.

It’s unclear if that is SOP or if it was done with deliberate attempt to avoid having the case heard by Judge Carroll.
